By creating an account on phwin23 or by using any part of the phwin23 platform, you confirm that you have read, understood, and agreed to these Terms and Conditions in full. If you do not agree, do not register and do not use phwin23 services.
1. Agreement and Acceptance of Terms
These Terms and Conditions ("Terms") constitute a legally binding agreement between you ("Player", "Member", "you") and phwin23 ("phwin23", "we", "us", "our") governing your access to and use of the phwin23 website located at phwin23.best and all associated services, games, and features offered through it.
By registering an account, accessing the platform, depositing funds, claiming any promotion, or placing any bet or wager on phwin23, you acknowledge that you have read these Terms carefully and that you agree to be bound by them. This agreement is effective from the date you first register your account.

2. Eligibility
To use phwin23, you must meet all of the following eligibility requirements at the time of registration and on an ongoing basis:
- You must be at least 18 years of age. phwin23 does not permit access by minors under any circumstances. If we discover that a minor has registered an account, that account will be immediately closed, all balances forfeited, and the matter may be referred to the appropriate authorities.
- You must be physically located within the Philippines at the time of accessing phwin23 services.
- You must not be a resident of any jurisdiction where online gaming is prohibited by applicable law.
- You must not be acting on behalf of another person or entity in registering or using a phwin23 account.
- You must have full legal capacity to enter into a binding agreement under Philippine law.

3. Account Registration
Each individual may register and maintain only one (1) account on phwin23. Creating multiple accounts — whether under the same name, different names, different email addresses, or different mobile numbers — is strictly prohibited and constitutes a material breach of these Terms.
3.1 Accurate Information
You agree to provide accurate, current, and complete information during the registration process, including your legal full name, date of birth, mobile number, and any other information requested. You must keep this information up to date and notify phwin23 promptly of any changes.
3.2 Account Security
You are solely responsible for maintaining the confidentiality of your account credentials, including your username and password. phwin23 will never contact you via unsolicited message to request your password. Any activity that occurs on your account — whether authorised by you or not — is your responsibility unless you have promptly notified phwin23 of unauthorised access.
3.3 Know Your Customer (KYC)
phwin23 is required by applicable anti-money laundering and anti-fraud regulations to verify the identity of its members. You may be asked to provide government-issued identification, proof of address, and proof of your payment method at any time. Accounts that do not complete KYC verification will have withdrawals held until verification is satisfactorily completed.
One account only. Duplicate accounts are detected through a combination of device fingerprinting, IP monitoring, and payment method cross-referencing. Accounts identified as duplicates will be permanently closed and associated funds forfeited.
4. Deposits and Withdrawals
4.1 Deposits
phwin23 accepts deposits via the following Philippine payment methods: GCash, Maya, GrabPay, Coins.ph, BDO, BPI, UnionBank, InstaPay, PESONet, and Visa/Mastercard bank cards. The minimum deposit is ₱100. All deposits must originate from a payment method registered in your name — deposits from accounts belonging to third parties are not accepted and may be returned or forfeited pending investigation.
Deposits are generally processed in real time. phwin23 is not responsible for delays caused by the payment provider, network issues, or banking maintenance windows outside of our control.
4.2 Withdrawals
The minimum withdrawal amount is ₱200. Withdrawals can only be processed to a payment method that you have previously used to deposit — this is a standard anti-fraud requirement. The name on your withdrawal account must match the name on your verified phwin23 account.
Withdrawals are processed subject to the following conditions: (a) your account has completed KYC verification; (b) there are no active withdrawal holds or account investigations pending; (c) any applicable bonus wagering requirements related to the balance being withdrawn have been met.
phwin23 targets same-day processing for GCash and Maya withdrawals during normal operating hours. Bank transfer withdrawals may take 1–3 business days depending on the receiving bank's processing schedule.
4.3 Currency
All transactions on phwin23 are conducted in Philippine Pesos (₱ PHP). phwin23 does not accept foreign currency deposits. Any currency conversion costs incurred on the player's side are the player's own responsibility.
4.4 Dormant Account Fees
An account is considered dormant if there has been no login or transaction activity for a period of 12 consecutive months. phwin23 may apply a monthly dormancy fee of ₱100 to dormant accounts to cover administrative costs. You will be notified by email or SMS before dormancy fees begin. Dormancy fees will not reduce an account balance below zero.
5. Bonuses and Promotions
phwin23 offers various bonuses and promotions to eligible members, including welcome bonuses, reload bonuses, referral rewards, and special event offers. Each promotion is subject to its own specific terms, which are published at the point of offer and must be read before claiming.
5.1 General Bonus Rules
- Bonuses are only available to eligible accounts in good standing.
- Only one welcome bonus is available per player, per household, and per device.
- Bonuses must be claimed within the specified validity period. Expired bonuses cannot be reinstated.
- Bonus funds and any winnings derived from them are subject to wagering requirements before they can be withdrawn. The wagering requirement for each promotion is specified clearly in its individual terms.
- Free bets and bonus credits cannot be withdrawn directly — only winnings from qualifying bets using those credits may be withdrawn, subject to applicable requirements.
5.2 Referral Program
The phwin23 Refer a Friend program awards ₱500 to the referring member when a new, genuine player registers using the referrer's unique link and makes a qualifying first deposit of ₱200 or more. Referral rewards are credited as real withdrawable cash, subject to the referred player being a genuinely new account. Referral abuse — including self-referrals via secondary accounts or artificial deposits intended only to generate referral rewards — will result in closure of all associated accounts and forfeiture of all funds.
5.3 Bonus Abuse Policy
phwin23 monitors betting patterns associated with bonus usage. Strategies designed to exploit bonus terms — such as low-risk hedging bets, irregular staking patterns, or coordinated multi-account play — are considered bonus abuse. phwin23 reserves the right to void bonuses, withhold winnings, and close accounts where bonus abuse is detected.
Always read the individual bonus terms before claiming. Once a bonus is activated and wagering has begun, it generally cannot be cancelled or reversed. If you have questions about a specific promotion's terms, contact support before accepting the offer.
6. Betting and Gaming Rules
All bets, wagers, and game participation on phwin23 are governed by the specific rules for each game or betting market, in addition to these general Terms. It is your responsibility to understand the rules of any game or market before placing a bet.
6.1 Bet Placement
Bets are confirmed only when you receive a confirmed bet reference number from phwin23. An unconfirmed bet — including one where the confirmation screen was not displayed due to a technical issue — is not a valid bet. phwin23 reserves the right to void any bet placed in error, including bets placed on incorrect odds resulting from a technical or human error.
6.2 Game Results
For sports and esports bets, results are confirmed based on the official result declared by the relevant sporting or tournament authority. For casino and card games, results are generated by certified random number generation systems. phwin23 does not manipulate game outcomes.
6.3 Esports Betting
Esports bets are subject to the official results and rulings of the tournament organiser. If a match is cancelled or abandoned before a sufficient portion of play has been completed to determine an official result, bets on that match will generally be voided and stakes returned. 6.4 Disconnections and Technical Failures
phwin23 is not liable for losses resulting from internet disconnections, browser crashes, or device failures on the player's side during an active game session. We recommend using a stable connection, especially during live betting or time-sensitive game rounds.
7. Prohibited Conduct
The following activities are strictly prohibited on phwin23 and will result in immediate account closure and forfeiture of all balances, with no right of appeal:
- Registering more than one account, regardless of the name, contact details, or payment method used.
- Using fraudulent, stolen, or third-party payment methods for deposits or withdrawals.
- Providing false or misleading information during registration or KYC verification.

8. Account Suspension and Closure
phwin23 reserves the right to suspend, restrict, or permanently close any account at any time and without prior notice if we reasonably believe that the account has been involved in any prohibited conduct listed in Section 7, or if required to do so by applicable law or regulatory directive.
Where an account is closed due to a breach of these Terms, all outstanding balances — including bonus funds and any winnings pending review — may be forfeited. phwin23 will provide written reasons for closure on request, except where doing so would compromise an active investigation.
Where an account is closed for any reason other than a breach of these Terms (for example, voluntary closure requested by the player), any cleared, non-bonus funds in the account at the time of closure will be returned to the player via their registered payment method within a reasonable timeframe.
If you believe your account has been closed or suspended incorrectly, you may contact phwin23 support to request a review. phwin23 will aim to respond to account closure disputes within 5 business days.
9. Responsible Gaming

12. Limitation of Liability

phwin23's total liability to you in connection with your use of the platform shall not exceed the net funds deposited by you in the twelve (12) months preceding the event giving rise to the claim. This limitation does not apply to liability for death or personal injury caused by negligence, or fraud or fraudulent misrepresentation by phwin23.
phwin23 does not warrant that the platform will be available at all times without interruption. Scheduled maintenance, technical issues, or events outside our control may result in temporary unavailability. phwin23 will endeavour to provide advance notice of scheduled maintenance.
13. Amendments to These Terms
phwin23 reserves the right to amend, update, or replace these Terms at any time. When material changes are made, phwin23 will provide notice to registered members via the registered email address or a prominent notice on the platform no less than 7 days before the changes take effect, except where immediate changes are required by law or regulatory directive.
The most current version of these Terms will always be available at phwin23.best/terms-conditions. Your continued use of phwin23 after the effective date of any amendment constitutes your acceptance of the revised Terms. If you do not agree with updated Terms, your only recourse is to close your account and withdraw any cleared funds.
